COVID-19 has reshaped the way that governments across the world work and has precipitated a radical modernization effort to accommodate remote work. In 2018, about 22 percent of federal employees teleworked regularly. Now that paradigm has shifted.

In April, the Pentagon brought remote capabilities to 900,000 users via an IT service that didn’t exist until the pandemic. Similarly, Voice of America quickly purchased enough laptops to bring more than 80% of its employees online. The shift to telework in government was fast, complicated, and consequential for the years ahead. What does IT modernization look like in a telework world?
